GithubCI: use Ubuntu 24.04 instead of 23.10 #24

Because 23.10 is no longer supported and 24.04 is LTS release.
Don't use --export-path option as that path is not correct for Ubuntu 24.04.
Add HTTPS dev certificate right before running end-to-end tests.
